"Kuya, papasko po!"
Merry Christmas to one and all.
In the past, I brought many P5.00 coins as I biked or changed P100 to throw to kids lined up along the road asking for their papasko. "Kuya, papasko"
Last year, I was warned by a store owner not to get so enthusiastic about this gift giving. "They gamble or use this for tong its" and it does do them any good.
DSWD also circulates the directive not to give these kids because it encourages children to grow up in a mindset of mendicancy if not of patronage. It does not make them resourceful, but dependent and clinging vines.
What is the right thing to do?
